An honest performance appraisal of a sloppy employee could put you in an awkward position. Have back-up data to support your negative assessment. Be prepared for charges of a hidden agenda, like an attack from the subordinate's supporter. Focus on the most critical issue for you and expect self-evaluation by the subordinate in writing about that issue. Compare his self-assessment with the date and see if he is transparent on the matter (likely not). Draw evidence-based conclusion anticipating legal dispute.
